People are always selling various things on the What's for Sale in Cheongju? Facebook group: scooters, furniture, pets, computers, shoes, housewares, etc... So, that's a great place to check.
PERSONAL CARE/ MEDICINE
Olive Young has many products foreigners might be looking for, including deodorant, tampons, and nice shampoo/conditioner. There are stores in shinae (one near McDonald's, one near CGV north/Jeunesse), Chungdae (near Baskin Robbins), Gagyeong-dong (near Lotte Mart), and Biha-dong (in G-Well City mall).
There are two small shops in shinae that sell imported products, such as deodorant, toothpaste, shampoo and other hair products. They also have some food products. If you are on the main pedestrian shopping street, where you would turn left to go to Lotte Young Plaza, turn right instead. Look for the Jeju grandfather statue. The two shops are almost across from each other.
Birth control pills are available at any pharmacy. They are called 피임약 ("pee-eem-yahk").

Men's clothes and shoes in bigger sizes: Damoa is a store downtown, next to Lotte Young Plaza.
Costumes for Halloween or a fancy dress party: There are several party stores around town that have costumes, wigs, hats, masks, balloons, etc...On the street between City Hall and downtown, there are two: "Balloon Love" near the Sangdang Park bus stop, and "Party & Balloon" across from the Yonhap News building.
There's also one at the Cheongju Uni intersection, just down from Pizza Hut.
Hanbok (Korean traditional clothes): There's a thrift shop near Chungdae that sells used ones for cheap. It's in the alley just past the Daiso near Sachang Sagori. There's an archway over the alley, and it's the third shop down. They have men's, women's, and children's hanboks for between 8,000 to 20,000 won each.

For easy car insurance, check out Car Insurance in Korea. It's run by a man named Sami. He gives you quotes from different companies and price comparisons for free. Once you settle on one, he can act as your agent to get the insurance taken care of; all you have to do is print out the forms, sign them, scan them and send them back. HIGHLY recommend this service!

Want to buy a bicycle from someone that speaks English? Try the bike shop near Yookguri market in shinae. The English-speaking staff member (Bae Jong-Seong 배종성) is there Wednesday~Sunday.

- 가보자 ("Kah-boh-jah") in Chungdae, next the Pizza Hut near Sachang Sagori. The guy there speaks English. It looks like a big yellow tent.
- "Joy Recycle" in Bokdae-dong, 2 blocks north from Bokdae Sagori.
- In Yongam-dong, across from the big NH Supermarket.
