A little cafe with a great brunch menu. It's in the Suam-gol area of Uam-dong, a few blocks behind Uam Elementary School, just in front of Cafe Lecce. They offer a nice breakfast combo plate, a French toast set, an omelet, and a variety of sandwiches and salads.
The Bugle (aka Pearl Jam)
This mainstay among foreigner bars also has a delicious selection of food. From 6pm on, they serve up delights like burgers, Philly cheese steaks, chicken tenders, mozzarella sticks, and several Mexican dishes, too. Wednesday night are rib nights, where you can get a plate of ribs, fries, and a beer.
Burrito King (formerly "Dos Mas")
K-Mex style burritos. Not authentic, but cheap and tasty. In Chungdae, on the same street as Pearl Jam/The Bugle, a few blocks down.
Kim's Burritos
They have huge burritos and quesadillas, some of which are deliciously normal. There's even avocado! Down a little side street in Chungdae across from the burger/ddeokbokki carts (look for the CU convenience store). It's just after the Havana Motel on the left. Open 11am~9pm, closed on Sundays.
Nest 257
A new restaurant and bar run by local foreigner Ben Murray. They have delicious burgers, sandwiches, fries, and salads, as well as a nice beer and coffee selection. Nest is down a bit from Burger King, on the 2nd floor above Ebisu.
Noriter
They don't have a big variety of dishes, but they do a few things well. Especially delicious are the fajitas, which come with all the fixings (veggies, salsa, sour cream, guacamole). Two locations in shinae: one on the street that CGV's on, and the other on a side street off the pedestrian shopping street, between Intersports and Lotte Cinema.
Ohlala! (bakery)
This cute and modern bakery and cafe specializes in cupcakes and crepes. The owners, Simon (French) and Ji-young (Korean), have perfected some lovely cupcakes (chocolate ganache, carrot cake, and red velvet, among others) and both sweet and savory crepes. They are really friendly and speak great English. It's in Sannam-dong on the main road, between Harmony Mart and Lotteria.
Outback Steakhouse
Steaks, ribs, pasta, chicken, shrimp, fish, salads,... they have quite a variety. Most of their food is great, if a little overpriced. However, if you are very particular about your steak and how you want it cooked, it's best to give it a miss. Near the Shiwae Bus Terminal, across from Hana Hospital (하나병원, "hah-nah byuhng-wuhn").
Park's Wine Bar
Park's is an upscale restaurant with a proper wine list. You can have a 5-course dinner for two for 120,000 won, which includes bread, pizza, sausage, salad, and steak. It's a lovely place with nice decor, perfect for a special occasion. The owner speaks English fluently. Across from the Express Bus Terminal, on the 8th floor above Mr. Pizza and Baskin Robbins.

The best sandwiches in the city. Various breads, meats, and toppings, including hard-to-find favorites like dill pickles, avocado, and ranch dressing. It's at the front gate of Cheongju University (with another unlicensed location in the basement of Dream Plus in Gagyeong-dong).
TGI Friday's
They have a similar menu to a Friday's anywhere else: pasta, ribs, burgers, chicken, salads, etc... and a few stand out appetizers, like the Jack Daniel's chicken and the fried mushrooms. In the G-Well City shopping mall, on the 2nd floor.
Varnish Burger
Some say it's the best burger joint in Cheongju... try it for yourself! The burgers are pork by default, so if you want beef, make sure to ask for it. There are some strange and delicious burger toppings like pineapple, a fried egg, or a hashbrown. Starting from the Starbucks, walk towards Chungbuk National University several blocks until you pass the CU mart. At the Iyagi Cafe, turn right and look for the green sign on the left.
